The Brazilian star was linked with a move away from west London this summer, with the above-mentioned duo credited with an interest amid reports that the winger was unhappy at the club.
Willian recently admitted that he would have left if Antonio Conte remained as head coach, but insisted that he is pleased to stay at Stamford Bridge under new manager Maurizio Sarri.
The Mirror adds that the Blues are now willing to break their club policy by offering the South American a new two-year deal.
The Premier League giants usually only offer players over the age of 30 one-year extensions, although they are willing to make an exception for the in-demand attacker, who celebrated his 30th birthday just last week.
Willian has just under two years left on his current contract, but the new offer would see his £120,000-a-week wages increase.
The Brazilian claims that he is happy at the moment and it is likely that he will sign the extension and stay.
